Letter to Congress from CNSS and The Constitution Project

CNSS and The Constitution Project urge Members of Congress to exercise their duty as constitutional officers by thoughtfully debating and voting on any use of force in Iraq, should the President decide such force is necessary.  The letter notes that “the framers vested the power to make war in Congress precisely to ensure that these grave decisions were taken deliberately, transparently, and by both Houses of Congress as representatives of the people.”
